When something good happens to someone, we congratulate him or her to express our pleasure.

Example:
Tina: Happy birthday, Peter.
Peter: Thank you very much.
Susan: Many happy returns of the day, Peter.
Christine: Congratulations Sam, I heard that you passed your exams with top marks.
Sam: Thank you Christine.

Peter: Hello Tina, Congratulations on your promotion.
Tina: Thanks Peter.
